Origins and Context
Project TAGBOARD began in 1962 after the CIA and Air Force sought unmanned reconnaissance capabilities following the U-2 incident.1 Lockheed Skunk Works developed the D-21 drone to launch from a modified A-12 aircraft designated M-21.2
Program Structure
Kelly Johnson led development at Lockheed's Skunk Works facility, integrating the program with existing A-12 operations.3 The D-21 drone used a ramjet engine derived from the Bomarc missile program to achieve speeds over Mach 3.4
Technical Capabilities
The D-21 drone could cruise at 90,000 feet while carrying high-resolution cameras in a recoverable data package.5 The titanium airframe withstood extreme temperatures using technology from the A-12 program.6
Legacy
After several test flights and one fatal crash in 1966, the program shifted to B-52H launch platforms under Project SENIOR BOWL.7 The program ended in 1971 after four operational missions over China, demonstrating both the potential and limitations of unmanned reconnaissance.8
