Stephen Bassett

Stephen Bassett (born 1946) is an American political activist who has served since 1996 as the only registered lobbyist in the United States working exclusively on UFO/UAP disclosure.¹ Through his Paradigm Research Group, he has spent three decades pressing Congress and successive administrations to end what he calls a government "truth embargo" on confirmed extraterrestrial contact—a claim that rests entirely on his own advocacy rather than on released government documents, physical evidence, or official corroboration.¹²

  Background and Entry into Advocacy

Bassett was raised in a military family and earned a degree from Eckerd College in St. Petersburg, Florida, graduating in 1970 after also studying at Georgia Tech.¹ Before entering UFO advocacy he worked as an EPA official, a tennis professional, and a business consultant.¹

His interest in the subject was sparked in 1995 by reading psychiatrist John E. Mack's book Abduction: Human Encounters with Aliens, after which he volunteered with Mack's Program for Extraordinary Experience Research (PEER).¹ In July 1996 he founded the Paradigm Research Group (PRG), initially operating from the attic of his aunt's home in Bethesda, Maryland, and that same year formally registered as a lobbyist with Congress on UFO-related issues.¹²

  Lobbying and Political Activity

Bassett's Senate lobbying disclosure filings confirm he has represented entities including the Exopolitics Institute (Kealakekua, HI) on issues spanning government policy, aeronautics, defense, international relations, and science and technology.³ As of 2022 he remained the sole registered UFO lobbyist in the United States.²

In 1999 he founded the Extraterrestrial Phenomena Political Action Committee (X-PAC, later X-PPAC) to financially support congressional candidates who advocate for UFO transparency.¹ He ran as an Independent for Maryland's 8th Congressional District in 2002, receiving 0.73 percent of the vote, and later served as campaign manager for Frances Emma Barwood's 1998 Arizona Secretary of State bid.¹

The practical reception of his lobbying work has been limited. During his first three years of active lobbying, Bassett was able to arrange meetings with only three members of Congress.² A 2011 White House response to a petition he supported stated explicitly that "the U.S. government has no evidence that any life exists outside our planet."¹

  Citizen Hearing on Disclosure

Bassett's most prominent organizational achievement was the Citizen Hearing on Disclosure, a five-day, 30-hour mock congressional hearing held at the National Press Club in Washington, DC, from April 29 to May 3, 2013.⁴⁵ Bassett paid six former members of Congress $20,000 each to preside over the proceedings: Senator Mike Gravel (D-AK) and Representatives Darlene Hooley (D-OR), Merrill Cook (R-UT), Roscoe G. Bartlett (R-MD), Carolyn Cheeks Kilpatrick (D-MI), and Lynn Woolsey (D-CA).⁴ Forty-two witnesses from ten countries testified on events and evidence related to UAP phenomena.⁵

The event attracted considerable media attention but drew criticism because the presiding lawmakers were paid participants who no longer held office, not sitting officials with committee authority. The hearing produced no legislative action and generated no official government response.⁴⁵

  Core Claims and Repeated Predictions

Bassett's central argument is that U.S. and allied governments have maintained a deliberate "truth embargo" on confirmed extraterrestrial contact since at least 1947, and that a sitting president will eventually formally disclose the reality of an extraterrestrial presence.²⁶ He has made repeated public predictions of imminent government disclosure dating back to at least 2003; none of these predictions have materialized.¹²

In 2024, PRG reconfigured as a 501(c)(3) nonprofit organization.⁶ That same year Bassett starred in a six-episode series titled Paradigm Shift on the UNIFYD TV streaming network.⁷ He has given over 1,200 radio and television interviews and is a frequent guest on Coast to Coast AM.¹⁶

  Skeptical Assessment

Bassett's advocacy is entirely claims-based. No physical evidence, declassified documents, or official confirmation has emerged from his three decades of lobbying to support the extraterrestrial contact hypothesis he advances.¹² The 2011 White House petition response and the 2022 congressional testimony of Navy Deputy Director Scott Bray—who stated there was no evidence in UAP reports of "anything non-terrestrial in origin"—directly contradict his core assertion.¹²

Researcher Mick West and other skeptical analysts have systematically challenged the extraterrestrial interpretation of UAP evidence that underpins Bassett's position.² The paid and non-sitting status of the lawmakers at the 2013 Citizen Hearing undermines its framing as genuine congressional scrutiny.⁴⁵ Bassett's repeated failed predictions of imminent disclosure over more than two decades have drawn criticism even within the broader UAP advocacy community.¹²
