The UAP Science Advisory Council's public website describes an outside scientific group that reviews unclassified information and advises a UAP Governance Board on evidence, instrumentation, analysis, collection standards, and case-resolution criteria.1 Council chair Avi Loeb says an Office of the Director of National Intelligence representative asked him to establish and lead the group; Loeb attributes the tasking to ODNI, the White House, AARO, the FBI, and the Intelligence Community.2
Mission and Scope
The council website presents its role as advisory: reviewing data supplied by the Governance Board, identifying missing measurements, and recommending sensors, metadata, documentation, and analysis standards. It does not describe the council as operating or deploying its own sensor network.1
Leadership and Membership
Loeb's initial announcement named Richard Cloete, Omer Eldadi, Tim Gallaudet, Devesh Nandal, Garry Nolan, Regina Sarmiento, Michael Shermer, Peter Skafish, Matthew Szydagis, and Jennice Vilhauer among the members.3 The Sol Foundation separately announced Nolan, Skafish, Gallaudet, and Jacob Haqq-Misra as participants, while Skeptic announced Shermer's participation and published its account of the initial roster.45
