The UAP Clarification Parliamentary League -- formally the 安全保障から考える未確認異常現象解明議員連盟 (Parliamentary League for Clarifying Unidentified Anomalous Phenomena from a Security Perspective), informally called UFO議連 or UFO解明議連 -- is a cross-party caucus of Japan's National Diet.1 Its primary stated goal is to establish a Japanese government agency functionally equivalent to the U.S. Department of Defense's All-domain Anomaly Resolution Office (AARO), which was created in 2022.2

  Founding

A preparatory founders' meeting (発起人会) took place on May 28, 2024.3 The formal founding general meeting (設立総会) was held on June 6, 2024, at the National Diet building in Tokyo.1

Membership at founding was reported as approximately 80 cross-party Diet members, with some sources citing up to approximately 90; the precise count at founding versus later membership growth is not definitively established across available sources.14 Members were drawn from the Liberal Democratic Party (LDP), Komeito, Constitutional Democratic Party, Japan Innovation Party, and Democratic Party for the People.14

  Leadership

Yasukazu Hamada, a former Defense Minister and LDP parliamentary-affairs chairman, serves as chair (会長).3 Shinjiro Koizumi, a former Environment Minister, serves as secretary-general (幹事長); English-language secondary sources consistently describe him in this role, and the Kanaloko headline at the time of the preparatory meeting referenced him explicitly as 幹事長 -- a minority account labels him vice-chair (副会長), but the preponderance of sources supports secretary-general.53 Yoshiharu Asakawa of the Japan Innovation Party was the primary founding organizer and driving force behind the caucus, having repeatedly raised UAP matters in Diet committees; his formal title within the league's leadership structure is not consistently reported across available sources.3 Shigeru Ishiba was listed as supreme adviser (最高顧問) at founding; he subsequently became Prime Minister in October 2024.3 Gen Nakatani was among the approximately 17 founding members.3

  Stated Rationale

League founders cited an AARO historical-data report covering UAP sightings from 1996 to 2023 that identified western Japan and the Japan-to-China corridor as a UAP hotspot as a direct prompt for the caucus.56 Secondary sources consistently reference this hotspot finding, though none available to this entry cite the exact AARO report title or publication date, leaving the precise primary document unverified.6 The league explicitly frames UAP as a security issue requiring institutionalized government response rather than as a fringe curiosity, a positioning reflected in its formal name. Japan has no equivalent to the 1986 Japan Airlines Flight 1628 incident on record as a prompt; the AARO regional data is the cited trigger.

  Proposal to the Ministry of Defense (May 2025)

On May 16, 2025, the parliamentary league submitted a formal written proposal to Defense Minister Gen Nakatani.7 The proposal called for the establishment of a dedicated Ministry of Defense department to collect, investigate, and analyze UAP information and to report its findings regularly to the Diet.7 A quoted response attributed to Nakatani -- 'As one of the league's founding members, I continue to recognize the strategic importance of UAPs' -- appears only in secondary aggregator summaries and has not been verified against a primary transcript or official statement; it should be treated as reported-but-not-primary-verified.7

  The Genkai Nuclear Power Plant Incident (July 2025)

On July 26, 2025, four security guards and a stationed police officer witnessed unidentified lights described as resembling drones that appeared and reappeared over several hours above the Genkai Nuclear Power Plant operated by Kyushu Electric Power in Saga Prefecture.7 No source was identified and no drone was recovered.7 The parliamentary league subsequently held closed-door hearings on August 7, 2025, with testimony from officials of the Nuclear Regulation Authority, the Defense Ministry, and other agencies.7 Secondary aggregator sources link the Genkai incident as a direct prompt for the 2026 escalation described below; whether it was the primary cause or one of several factors is not confirmed in primary government statements.
