AARO's FY23 Consolidated Annual Report on UAP is the unclassified public version of a joint DoD and ODNI annual report to Congress, published online on October 18, 2023 and mirrored through official AARO, ODNI, and DoD channels.1234

Use it as the official snapshot for reports received from August 31, 2022 to April 30, 2023, plus earlier UAP reports that had not been included in prior submissions.13 AARO received 291 reports in the FY23 set, including 274 from the covered period and 17 older reports from 2019-2022, bringing its reviewed holdings to 801 as of April 30, 2023.13

The report matters because it gives readers AARO's baseline trend view: 290 of the 291 reports were airborne, FAA reports broadened the geographic distribution, and the office framed the topic around flight safety, domain awareness, and national-security equities.13

Read it with its limits in view. The report does not function as a comprehensive case database or proof of anomalous craft; it says many reports are probably sensor artifacts, equipment error, misidentification, or misperception, and that many cases remain unresolved because the available data are insufficient.1 AARO's declassification explainer adds that public releases can be constrained by classified sources, methods, platforms, locations, and originating-office review, while the FY24 annual report continues the timeline after this report's April 30, 2023 endpoint.56
