Representative Eric Burlison filed House Rules Committee amendment 1044 to H.R. 8800 with Representatives Eli Crane, Andre Carson, Anna Paulina Luna, Jared Moskowitz, and Nick Begich; Senator Chuck Schumer submitted Senate Amendment 6344 to S. 4784 for himself and Senator Mike Rounds.12
Proposed Records Process
The revised House text would strengthen the UAP Records Collection at the National Archives, require government offices to identify and organize covered records, and establish an independent nine-member UAP Records Review Board appointed by the President with Senate confirmation. The proposed board would review records and postponements, issue subpoenas for witnesses and documents, and develop a controlled disclosure plan.3
Contractor Records
The House text would direct covered government contractors to search their holdings for UAP records and provide responsive records or certifications to the appropriate government office. These duties were proposed requirements contingent on enactment, rather than obligations already in force.3
Legislative Status
On July 22, 2026, the House adopted Burlison's amendment and passed H.R. 8800. Burlison's official announcement described every provision as conditional, stating what the amendment would do "if enacted," and said the FY2027 NDAA moved to the Senate for consideration.4 The Senate record shows Amendment 6344 was submitted on June 24 and ordered to lie on the table. Neither source establishes that the proposed framework had become law.24
