The report was generated by the protective forces at Sandia National Laboratories, a primary research and development site for the Department of Energy's nuclear weapons program. On May 11, 2019, security patrol officers observed an object entering the restricted airspace over the facility. Their visual sighting was corroborated by recordings from the site's thermal security cameras as the object crossed the controlled area.3
