DOW-UAP-D104 is a Naval safety officer debrief documenting carrier-based pilot observations of luminous objects near the Arabian Sea on December 15, 2021. The document was declassified and released publicly for the first time as part of PURSUE Release 05 on August 7, 2026. 123

  Provenance and Content

The Department of War filed this debrief after carrier-based pilots reported visual contact with unidentified aerial phenomena while operating in the same airspace as a U.S. maritime patrol aircraft. A Naval aviation safety officer took the pilots' accounts and logged the incident as an aviation safety matter.3

The aviators described luminous objects that held station with the maritime patrol aircraft. The debrief notes no visible propulsion exhaust and no conventional aerodynamic surfaces on the objects. It does not identify what they were.3
