Provenance and Content
The file holds two pieces of correspondence. The first, dated September 22, 1967, relays a report from an eleven-year-old child who heard a "weird" noise and saw a "flash of light." The second is an exchange of letters dated September 30, 1974, and October 10, 1974, between FBI Special Agent in Charge Richard G. Held and Larry W. Bryant, who had asked the Bureau about an alleged April 8, 1954, sighting of an occupied UFO that Coast Guard personnel reportedly pursued. Held's reply states that the FBI held no record of the 1954 event and that the Bureau, as of 1974, did not collect UFO sighting reports because Congress had not delegated it that role.3
