The Department of War PURSUE Release 01 identifies this item as an FBI PDF titled "FBI September 2023 Sighting - Serial 5," with a September 1, 2023 incident date and United States location.1 The catalog description says the file is an FBI 302 interview with a U.S. citizen about a first-hand UAP encounter at a U.S. test site, summarized there as a report of a "bright light over the horizon."1

The release mapping is not internally tidy. The row title says Serial 5, while the linked PDF filename contains serial-4-redacted_redacted.pdf.2 This page follows the release row title, but the reference label keeps the filename mismatch visible for readers.

The released PDF is a two-page FBI FD-302 record entered in October 2023. Redactions remove the witness name, precise interview date, facility details, and several participant identifiers, but the readable text preserves the basic sequence of the reported sighting.2

  Test-Site Light And Vanishing Object

The interview describes a group at a test site for LiDAR work, with several contractors traveling in three vehicles after receiving redacted instructions. The witness reported having ten to fifteen hours of drone-pilot experience, and the group began driving south around 7:30 a.m. under clear visibility with the sun in the east.2

Near a gate, the witness reported seeing a linear object about three-quarters of the way up the windshield view. The record describes a super-bright light on the object's east side, calls the light "bright white," and says the object was "metallic / gray" with no visible wings or exhaust.2

The witness estimated the object as smaller than a Boeing 737, roughly one to two Black Hawk helicopters long, larger than a drone, and about 5,000 feet above ground level. According to the FD-302, it moved east to west parallel to the ground, remained visible for five to ten seconds, then the light went out and the object vanished.2

The continuation page says the object stayed the same size and light intensity during the observation, and that the witness did not notice interference with the vehicles. It also records that another person was annoyed because airspace had been restricted for drone tests, that an attempted alert to someone in a second vehicle was unsuccessful, and that the witness later felt disturbed enough to check whether hotel televisions were out after a storm.2
