Taylor is a Huntsville-based aerospace engineer, optical scientist, author, and television investigator whose UAP relevance comes from his on-screen role with [Skinwalker Ranch](/locations/skinwalker-ranch) and his time-limited contribution to the Pentagon's Unidentified Aerial Phenomena Task Force.[^1][^8][^9]\n\n<Dither src=\"/blog/travis-taylor.jpg\" width={1920} height={1080} animate />\n\n## Aerospace Career\n\nTaylor is listed as a licensed Professional Engineer with PhDs in Optical Science and Engineering and Aerospace Systems Engineering, master's degrees in Physics, Mechanical & Aerospace Engineering, and Astronomy, and a bachelor's degree in Electrical Engineering.[^1] His 2017 CRC Press textbook biography places him on NASA and Department of Defense projects involving advanced propulsion concepts, space-based beamed energy systems, space launch concepts, large space telescopes, and Ares I flight-test planning for NASA Marshall Space Flight Center.[^2]\n\nTaylor's public science-writing record also predates the modern UAP cycle. He authored Introduction to Rocket Science and Engineering, and Baen identifies Taylor and Bob Boan as the authors of Alien Invasion, a 2011 space-defense book about hypothetical extraterrestrial attack scenarios.[^2][^3] Taylor later said Alien Invasion was physically present in his 2019 meeting with [Jay Stratton](/people/jay-stratton), the UAP Task Force director who recruited him.[^5]\n\n## Skinwalker Ranch and Pentagon Recruitment\n\nTaylor's Skinwalker role is identified in his Space Symposium biography and Radiance's 2022 hiring announcement, both of which list The Secret of Skinwalker Ranch among his public television work.[^1][^9] In a 2022 Black Vault interview, Taylor said that after joining the Skinwalker investigation he measured electromagnetic signals that concerned him as possible hostile or near-peer activity, reported those concerns through his government security obligations, and was called to a Pentagon briefing.[^5]\n\nTaylor told [John Greenewald](/people/john-greenewald-jr) that the Pentagon meeting led to Stratton, then director of the UAP Task Force, showing him UAP-related data and asking him to become his chief scientist, according to Taylor's own account.[^5]\n\n## UAP Task Force Role\n\nThe Department of Defense announced the UAP Task Force on August 14, 2020, saying Deputy Secretary David Norquist had approved it on August 4, 2020, with the Department of the Navy leading the effort under the Office of the Under Secretary of Defense for Intelligence and Security.[^6] The stated mission was to detect, analyze, and catalog UAP that could pose a national-security threat.[^6]\n\nThe June 25, 2021 ODNI preliminary assessment says the UAPTF and ODNI's National Intelligence Manager for Aviation drafted the report with input from multiple defense, intelligence, aviation, and science agencies.[^7] The report limited its dataset primarily to U.S. government incidents from November 2004 through March 2021, reviewed 144 reports from U.S. government sources, identified one case as a large deflating balloon, and left the others unexplained because the available data were limited.[^7] The same report said some cases involved multiple sensors and that a smaller set reportedly showed unusual movement or signature management requiring additional rigorous analysis.[^7]\n\nTaylor's name does not appear in the ODNI report.[^7] Pentagon spokesperson Susan Gough told The Black Vault in 2022 that Taylor was a U.S. Army Space and Missile Defense Command employee provided to the UAPTF on a time-limited basis, was not assigned full time, and was informally referred to by [Stratton](/people/jay-stratton) as his chief scientist while a larger team was being assembled.[^8] Gough said Taylor contributed scientist-and-engineer support for reviewing UAP sighting reports, related materials, and data in order to identify observed objects and improve technical collection.[^8]\n\n## Television Work and Radiance Technologies\n\nTaylor's television profile began before Skinwalker.
